City Engineer
JOB DEFINITION
A responsible professional position that conducts survey design, planning, inspection and construction of municipal improvement projects using advanced knowledge, SKILLS, and techniques of Civil Engineering. Responsible for inspection of projects constructed by City personnel and contractors per job specification, regulatory local, state and federal codes. Requires interpretation and personal JUDGMENT in all applications however, major technical or policy problems are discussed with the City Manager before taking action. This position is under the direct supervision of the City Manager.
PRINCIPLE DUTIES
Some examples of principle duties are listed below:
- Participates in the review of all private development within the City and provides engineering criteria governing development as well as approving construction drawings for public facilities and utilities.
- Develops and assists in the preparation and coordination of detailed construction drawings and specifications, construction schedules, cost estimates, long range projections, acquisition of easements and rights of way for improvement projects.
- Assists in coordinating assigned professional, technical, and administrative employees in the investigation, development, and design of public works projects.
- Designs and supervises the preparation of a complete set of plans for street paving, water and gas distribution, sanitary sewer, drainage facilities and other projects. Prepares detailed specifications and contract documents.
- Performs traffic studies.
- cooperate with Federal, State and Local officials, other municipal government agencies, and non-government entities to ensure compliance with applicable regulations.
- Maintains records, applications, up‑dated material, etc., in a readily retrievable manner
- Maintains vehicles and equipment used to perform duties and keeps them in good working condition.
- Coordinates activities and inspects projects conducted by City personnel and independent contractors.
- Interprets and explains plans and specifications to contractors and City personnel.
- Assists in deed searches, property assessment sketches, and legal description preparation.
- Prepares grade, earthwork, compaction, estimates and quantity calculations along with various survey calculations
- Prepares and updates base maps of the City distribution system, street right-of-ways, zoning, land-use, storm drainage and other layers.
- Responsible for drafting and plotting both survey and construction information on plan sheets.
- Operates surveying transit, level, and other equipment for both location surveys and construction layouts.
- Employs tools, instruments, computer, and apparatus applicable to job duties
- Maintains good public relations
- Displays and exercises good judgment
- Attends classes, seminars, meetings, hearings , and briefings possibly requiring overnight trips or extended stays.
- Other duties as assigned from time to time
JOB QUALIFICATIONS
- Must be at least 25 years of age
- Minimum education of High School Diploma preferably with the knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupation field.
- Must have a minimum of five (5) years experience and sufficiently and thoroughly understand the diverse objective and functions of the job to direct and coordinate the required duties.
- Must be registered as a Professional Engineer in the State of Georgia.
- Must be able to read, comprehend, and apply various applicable written materials as may be required from time to time.
- Preference given to Registered Land Surveyors licensed in the State of Georgia.
- Must have good oral and written communication skills, including spelling, grammar and math
- Must successfully pass and maintain applicable certifications as may become available or required from time to time.

- Must pass background check including employment and personal references, criminal history, pre-employment drug screen, and MVR
- Pass job‑related physical examination (see attached sheet for requirements)
- Valid applicable Georgia Drivers License with clean driving record
- Must be capable of being bonded
- Establish and maintain effective working relationship with other employees, supervisors, and the general public
